In partnership through mutual association we are working to assure the education and conservation of land & water along the San Luis Rey River Watershed within our district boundaries.
Upper San Luis Rey RCD was organized in 1942. We encompass 265,052 acres. We are east of I-15 including Pauma Valley, Palomar Mountain, Warner Springs. Within the district there is Palomar Observatory and the most extensive development of gem mines in California. They include tourmaline, kunzite, garnets, beryl and aquamarine and many other semi-precious stones. A well stocked Lake Henshaw attracts fisherman.
When the Soil Conservation District was first formed, it provided the use of heavy equipment and skilled operators at actual cost to the land owners who benefited by the developments. Today, Upper San Luis Rey RCD has been serving the region east of I-15 in the San Luis Rey River Valley for 64 years. These beautiful areas in the region are predominantly citrus, avocados, nursery crops and golf courses.
We work with other RCD’s to provide Watershed Presentations to elementary & high school levels. We belong to the California Special District Association Scholarship Program which provides annual scholarships. We have been active with the California Integrated Waste Management Board in providing successful solid waste cleanups through out our area. Upper San Luis Rey RCD is currently working with the Department of Planning & Land Use to develop stewardships for conservation easements for wildlife habitats.
